OP. The first sentence in your initial post states it is an uninspected fishing vessel, but you are attempting to use a CFR for inspected vessels?

this is the part of that CFR that you’re skipping over. You said that you’re on an uninspected vessel, so I’m doubtful there will be any mandate in the COI.

Many people here have commented on the CFR’s, so I won’t bother, but my honest question is, since you have a masters ticket, (uninspected fishing vessels I assume) why not just quit, and seek a better berth somewhere else?

That section is for Casino boats and prison barges that never get underway. It does not apply to your vessel unless the COI states that it is a vessel that does not get underway.

I believe the State School Training ships have a COI amendment or change during the school year that reduces the minimum crew needed and classifies it as a vessel that does not get underway as well

I spent time on the dock working on boats that had been pulled right from stack and got time and 1/2 every single time.

Most people do. HR typically just relies on payroll records to write the seatime letters. You’ll probably get seatime for every day that you are in the payroll.

Sweeping and moping, and chipping and painting I has the same value toward an upgrade whether at the dock or underway.

Actually, the shipyard can be a good learning experience.
