That would raise the question as to where the driver was at the time an what action they took.
Both car deck fires I experienced were while the crew was working in the car decks and both times the fire was quickly put out by the crew using a fire extinguisher.
For every major fire we hear about on the news there are going to be many small fires that were put out by the crew.
