That’s the way it is supposed to work. But the flooding in the CC indicates otherwise. Perhaps they sailed with a bunch of then open at all time. When it is discovered WHAT the class specifications are, then it will be possible to determine IF the CC was following established procedure. My money is on the “Hotel” staff routinely ignoring official procedures, because there is SO much pressure to prep and handle passenger demands.
