Without subsidies from the Congress (vis ODS or MSP or cargo set asides) why would a shipowner want to reflag their foreign built ship to US flag even with the USCG enacting this? Is this the opening to relegate the US build requirement for Jones Act trades a thing of the past? We saw that recently with Crowley getting a JA waiver for their LNG tanker to use in the Puerto Rican trade.

To me it seems like a precursor to the SHIPS Act. From what I read the act would have provisions for an owner to flag in foreign ships while waiting for their JA compliant ships to be built.

Waiver or a statute, foreign built ships are still not allowed in coastwise trades…yet anyway

Regardless…if in foreign trade then SOLAS should cover a US flagged vessel but if only in domestic trade then 46CFR regs should apply. No real reason to be both

Wasn’t National Glory a Marshall’s sale? That’s a long established but rarely encountered route to cabotage eligibility.
