Bad Elf and Dual XGPS are similar, both are Bluetooth GNSS (GPS) receivers.
There are a lot of free GPS apps available. Just to eliminate the possibility there’s something wrong with the signal it might be worthwhile to download an app and check. Some can show the satellites on a plot.
I have several such apps on my phone. One that use frequently is “GPS Waypoints” from Bluecover Technologies.
Another item to check is changing the map display from “head up” to north up.
