I know that it’s an old post but the question seems to be a matter of interest regardless.
The bunker lines can be tested by FUEL OIL. It does not have to be just water. (see first link below)
The testing medium for cargo lines normally shall be water but OTHER MATERIALS are ACCEPTED too. (see second link below)
There is no reason for one to request alternative approvals from USCG if other materials are used by meeting the minimum requirements. (first link)
Although water is always preferred as the testing medium for [U]cargo lines[/U] in terms of vetting inspections.
