Cargo line & PV pressure testing question
Would anyone happen know if the CFRs state with what medium the cargo lines & PV relief valves must/should be tested with?
Looked through 46CFR 35.35-70(d) already; however, it doesn’t state whether it’s water or product which should be used.
Our Port Captain seems to want to take the shortcut (use cargo) so as to avoid going off contract.
Seems like a classic case of ‘cover your a$$’ & refuse to do it until the proper way comes.
I know that it’s an old post but the question seems to be a matter of interest regardless.

The bunker lines can be tested by FUEL OIL. It does not have to be just water. (see first link below)

The testing medium for cargo lines normally shall be water but OTHER MATERIALS are ACCEPTED too. (see second link below)

There is no reason for one to request alternative approvals from USCG if other materials are used by meeting the minimum requirements. (first link)

Although water is always preferred as the testing medium for cargo lines in terms of vetting inspections.

The following link will probably help on hydrostatic testing of cargo lines:

and the second one below is about hydrostatic testing of bunker lines:
