I would like to know list of all countries which have agreement with UK and UK provide them CEC (certificate of equivalent competency). THNKS

thnks, but I am not sure about this white list. For e.g. Slovak republic is on white IMO list and in european EMSA assotiation but UK replied that for Slovak COC they don´t provide CEC

In order to recognize (endorse) another country’s certificates, the country endorsing the certificates must make its own determination that the country that issued the certificates is giving full effect to STCW.

See post #4. The UK MCA publishes its own white list of national certificates acceptable for issuance of a CeC and the conditions (if any) that might apply. That list is based on the IMO STCW White List.

Not simple enough I guess.

Even if the national maritime authority is not on the list, many flag state maritime authorities will consider the application on its merits. A UK CeC is only needed if the applicant plans to work on a UK flag vessel, otherwise it is the flag state that determines availability of an endorsement of the underlying national certificate.

It really is not that complicated but one would hope that an officer would know what to look for and how to find it. After all, knowing how to look up regs is part of the job description.
