The concern is clearly valid, but …

Speaking as the veteran of a (failed) alarm rationalization project for a military aircraft, the problem is really hard.

Another point the article missed is the degree to which a culture of blame contributes to the problem. If a vendor’s subsystem fails to sound an alarm when something goes wrong, the vendor may be on the hook for a casualty. So the philosophy becomes, “when in doubt, sound the alarm.” And the false alarm rate goes through the roof.
