“hundreds of barges used to cool the water”… and just think when these break loose and ram the coast, drill rigs, ships, lost at sea!

JOBS!! operating, manning, moving the barges. Maybe even a special “endorsement” in your MMC, Officer-in-charge of MicroSoft Hurricane Snuffer.
Maybe get the Oil Companies to back-fit a device on the rigs to do the upwelling of chilly water.

I suspect it would take quite a large number of barges and who wants to volunteer to tow these things towards an on-coming major hurricane anyway? Imagine the lawyers that would get involved if a storm veered off cource after being cooled off and hit another area nearby.

Is anyone else bothered by the fact that one minute these people are worrying about man-induced climate change and the next minute they are proposing changing weather patterns?

I’m pretty sure that there would be unintended (negative) consequences to mitigating the strength of hurricanes!

Here’s a new one… A japanese company is developing a fleet of submarines to do the same for typhoons in the Western Pacific. Cool the surface temp = weaken storms.
