2nd Assistant Engineer and Chief Engineer Study Materials

Check this out

Ah. It could be that the REC he went to made him do that but was wrong. The RECs did not always interpret the rules correctly; or the same way between different RECs. The filipino guy I mentioned did it within the last two years, so probably at the NMC.

Second post in the link I sharked from Cavo. US does not endorse foreign documents to us documents.

That thread is taking about a foreigner getting the US to “endorse” their foreign license for service on US ships. Like if you wanted to sail a panamanian ship you would have panama endorse your US license for panamanian service. I am talking about a US citizen getting an actual US license by means of foreign sea time.

He holds a second assistant Romanian license. How is that sea time only. Its an endorsement from a foreign country and foreign sea service. It goes with everything Cavo is mentioning in the second post.

No, there is a difference between getting a foreign license endorsed for service on US ships (which the US doesn’t do) and getting an actual US license.

 1. A US license requires citizenship. An “endorsement” would not (and does not, in the countries that do that).

 2. A US license requires him to pass all appropriate USCG exams. An “endorsement” would not.
You can not crossover from a different country to a us license. He had to be a citizen which he already is as you stated and start over with all his sea time as a new mariner. Us doesn’t allow you to crossover with another country license. Ask James Cavo if you want the details.
Capt Phoenix is right. He can get 2nd AE or 1st AE if he has the required time as 2nd or 3rd. Our regulations do not specify that the qualifying time has to be under a US license. STCW may be more of a problem as we do not accept foreign training. He may only be able to get STCW for OICEW.

From the safety manual. Page1-11 “Foreign sea service: A US license will not be issued in a grade higher than that upon which he or she has actually served while acting under the authority of a foreign license or in a higher grade than the foreign applicant holds.”
How can he get the first if your not allowed to issue a license higher than a grade he already holds? I understand he wants the first and has time for the first since he holds a Romanian 2nd. But as the above stated from the safety manual, he shouldn’t be issued anything larger than he holds now. And also being he has the horsepower and time over 100/200 tons correct? All you need is OICEW for assistant A/E.

So no one else will answer the original question but I know a few engineers who used houston marine study guide from what I hear good guide but very expensive I used hawsepipe and captain joes for my mates they were both great and cheap and both have eng guides also. I am sure that the engineering guides for both those two are equally as good in that department.

Mass maritime books is all you need

This isn’t an endorsement. In an endorsement, you get a document issued by one country solely on the basis of holding one from another country. The endorsing country does not evaluate sea service or training, they just issue a document. In this case, he would be applying for an original US license, and would be evaluated for it based on the US requirements for the license.

How many are there and what are their titles?

And the safety manual statement I posted? This is just another statement on how the NMC screws over people. Like the person I know that had to do everything over. Why is is no one at the NMC is on the same page and interprets things differently?

Marine Engineers Workbook. Vol 1 2 and 3

Thank you.

You said your mexican friend did that a number of years ago. (5?) That probably predates the NMC and that kind if issue is the reason the NMC was created. The different RECs were interpreting the rules differently, and sometimes seriously screwing people in the process.

My original was issued in 2007 from the NMC, so it doesn’t out date the NMC.

My license from 2008 was issued by the Boston REC, not the NMC…

Here is a link for the Marine Engineering Workbooks. They include all questions and illustrations.

Mine was Kearnysville, VA NMC first location. He uses the same REC as me, New Orleans. Everything was sent to the NMC. Only took close to 8 months to get approved to test.
