Hello, I currently hold a 200 ton mates NC and a 100ton NC captains, I have completed my TOAR and have enough seatime to upgrade to my 200 ton masters NC, I have the 30 days of observation. Can I add the TOAR to my 200 ton masters NC?

Not until you have Mate or Master 500. If you have Mate or Master 500 you can serve as Mate or Master (corresponding to your 500 GRT license) with just having the sea service and TOAR, with you, the endorsement does not have to be in your MMC.

Or, you can get Mate TV if you have 3 years experience as Master. If the latter, you have to apply for it, pass an exam, and get the Mate TV endorsement in your MMC.

So how about CFR 46 11.464

The requirement you are referencing is if you have a license valid for 200 GRT or More. Your Mate endorsement is likely for Less than 200 GRT, so you don’t qualify by that method.

But I am upgrading to a 200 ton master, can I just hold my 200 ton master then do another 30 days of observation and add it to it?

Isnt that what that CFR says tho, if you hold a 200 ton masters you apply a towing endorsement with 30 days of observation?

No. As jdcavo tried explaining to you, 46 CFR 11.464 requires a license of “200 gross tons or more” where your license is for “vessels of less than 200 GRT”.

You need to get a 500 or take the apprentice mate course and half that for x amount of seatime 360 days I believe

Unless you have MASTER for Less than 500 GT, there is no way to do directly to MASTER of Towing Vessels. Not any endorsement that is for a tonnage less than 500 GRT, it is an endorsement that has “less than 500 GRT” in the title. So “Master Less Than 200 GRT does not count.”

Without having MATE 500 GRT or less, there are two ways to get MATE of towing vessels see 46 CFR 11.465(f). Both require you to get MATE of towing vessels in your MMC and then get at least 12 months as MATE on a towing vessel. :

  1. Via apprentice mate. You can get Mate of towing vessels with 12 months as Apprentice Mate on towing vessels and a TOAR. Note that apprentice mate takes 18 months with 12 of them n towing vessels. So this method takes a total of 24 months on towing vessels.
  2. With THREE years experience as Master and 30 days on a towing vessel and the TOAR.

Both methods require an exam. There is no requirement to take an Apprentice Mate course. It only substitutes for the Coast Guard exam and you can take the exam at an REC.

I have a 200 ton license tho. I see what they are saying tho now it has to be 500ton or higher. Thanks
