I would question what preparations were made for scuttling. The radars were powered on as she sank, so clearly there was power on board the ship, which meant either the EDG or an A/E was running. At 110 NM offshore, this is still inside Brazilian territorial waters. IBAMA and other authorities would not likely have permitted the stricken ship to be intentionally scuttled with recoverable fuel and other hazmat on board, but anything is possible under their current government.
