Although NASSCO and the naval base are cheek by jowl do any of the stories say NASSCO was a contractor on this job? The stories Iβve read say the BHR was at a pier inside the base.

It may be a way to get NASSCO off the hook and pave the road for some retirement jobs. They may not be able to hang a swabbie but the mere mention of arson creates a great escape route for the yard.
