The Somali pirates see how toothless and ineffective the US Navy has been in dealing with the Houthis. Thats an invitation for the Somalis to do as they please.

The US Navy is not a main player in the protection against Somali pirates in th Gulf of Aden and the Indian Ocean. As you say; they are busy dealing with the Houthis.
