[I]Senator John McCain Introduces Open America’s Water Act[/I][/B][I]

June 25, 2010 – “Today I am pleased to introduce legislation that would fully repeal the Jones Act, a 1920s law that hinders free trade and favors labor unions over consumers. Specifically, the Jones Act requires that all goods shipped between waterborne ports of the United States be carried by vessels built in the United States and owned and operated by Americans. This restriction only serves to raise shipping costs, thereby making U.S. farmers less competitive and increasing costs for American consumers.

“This was highlighted by a 1999 U.S. International Trade Commission economic study, which suggested that a repeal of the Jones Act would lower shipping costs by approximately 22 percent. Also, a 2002 economic study from the same Commission found that repealing the Jones Act would have an annual positive welfare effect of $656 million on the overall U.S. economy. Since these studies are the most recent statistics available, imagine the impact a repeal of the Jones Act would have today: far more than a $656 million annual positive welfare impact – maybe closer to $1 billion. These statistics demonstrate that a repeal of the Jones Act could prove to be a true stimulus to our economy in the midst of such difficult economic times.

“The Jones Act also adds a real, direct cost to consumers – particularly consumers in Hawaii and Alaska. A 1988 GAO report found that the Jones Act was costing Alaskan families between $1,921 and $4,821 annually for increased prices paid on goods shipped from the mainland. In 1997, a Hawaii government official asserted that ‘Hawaii residents pay an additional $1 billion per year in higher prices because of the Jones Act. This amounts to approximately $3,000 for every household in Hawaii.’”

“This antiquated and protectionist law has been predominantly featured in the news as of late due to the Gulf Coast oil spill. Within a week of the explosion, 13 countries, including several European nations, offered assistance from vessels and crews with experience in removing oil spill debris, and as of June 21st, the State Department has acknowledged that overall ‘it has had 21 aid offers from 17 countries.’ However, due to the Jones Act, these vessels are not permitted in U.S. waters.

“The Administration has the ability to grant a waiver of the Jones Act to any vessel – just as the previous Administration did during Hurricane Katrina – to allow the international community to assist in recovery efforts. Unfortunately, this Administration has not done so.

“Therefore, some Senators have put forward legislation to waive the Jones Act during emergency situations, and I am proud to co-sponsor this legislation. However, the best course of action is to permanently repeal the Jones Act in order to boost the economy, saving consumers hundreds of millions of dollars. I hope my colleagues will join me in this effort to repeal this unnecessary, antiquated legislation in order to spur job creation and promote free trade.”

Two Texas senators and a Florida Senator have sponsored this bill too.
Better write your congressman and give your union PAC some money. There are powerful forces at work to try and use the Deepwater Horizon disaster to repeal the last protection US mariners have.
I’ve said it before.; these politicians rant and rave about illegal immigration when it involves some guy crossing the border to pick vegetables but they want to make it legal for foreign corporations and foreign workers to take US workers’ jobs.
The GOM companies could just move their headquarters to Grand Caymen, flag their vessels Marshall Island, stop paying US taxes, hire foreign workers at low wages and keep right on raking in the money.

Sen. McCain is a patriotic and heroic American. Unfortunately today, McCain is willing to sell out the jobs of taxpaying US mariners in order to prop up his floundering bid for re-election. Some people never know when to get off the stage. Get the hook!
Even more disturbing, this attack comes from Arizona, a state under siege from illegal immigrants. You would think that a Senator from Arizona, a state whose jobs, public welfare and safety are under direct attack from illegal foreign nationals would have a better understanding on the need for American jobs for Americans.
Ya hear it on the news every night from these Washington beltway politicians, “We’re finding jobs for American’s.” Then you read this crap from political insiders like McCain, selling us out for a couple of more donations to keep this old fart in DC for six more years.
How about rooting for America and the American worker for a change you phony political scumbag!

How in the hell can you be against the drill moratorium - because of people not being able to work, then turn around and put the heads of those same people on the chopping block with this crap? I will fall on my sword right after everyone in government falls on theirs. If they’re worried about consumer’s, cut spending and taxes… How about a tax moratorium for 6 months?..except those elected to office.

This is nothing new. He was actively trying to scrap the Jones Act fifteen years ago. He’s extremely consistent on this issue.

These senators are worried about the environment and helping the US consumer all of a sudden? Give me a freaking break.
If companies like Transocean headquartered in Switerland, BP headquartered in the UK and Halliburton headquartered in Dubai had to pay US income tax it would help the average US consumer/tax payer much more than abolishing the Jones Act. It would help balance the budget too. Why don’t the senators which sponsored this bill, Kay Bailey Hutchinson[ R. TX], John McCain [R.AZ], John Cronyn [R.TX], George Lemieux [R. FL] come up with something like that instead of proposing to abolish the last thing protecting US mariner’s jobs? It’s obvious who these senators work for but to come up with this crap and use the Deepwater Horizon disaster which cost US lives and fortune as an excuse is inexcusable. They should be hung out to dry.

I’m hopeful cooler and more vocal heads will prevail. With luck it’s political posturing and bluster, I don’t see how they can succeed at destroying the American Merchant Mariner, Shipyards, suppliers, workers, schools, and waterways of our inland river system and call it “good for America” The bill (if enacted as is) would destroy the shipbuilding industry, the inland river system, security (how safe would we be then?). He fails to indicate the cost of the damage he would visit upon our Maritime Heritage and service. How can he represent himself as being “all-American” and promote this insanity, is he fucked in the head?

The heat of the moment may not be the best time to start asking naive questions, especially after seeing the initial responses, but being somewhat that way inclined I will take a chance anyway. To start with:

  • For whom was the Jones Act originally put in place to protect?
  • After 90 years is it still doing what it was supposed to?
  • Has there ever been any changes or modifications to the Jones Act?
  • Is the Jones Act good in all aspects or are there some areas that are not really that good for the [marine] industry?

It seems to me like it is all or nothing, Jones Act or bust, no room for compromise, no chance of a new [Merchant Marine] act more representative of the times we live in.

I wonder if the America’s Marine Highways organization has an opinion on this?

There can be compromise, but it would go against the purpose of those wanting to repeal the act to begin with. Would mariners mind if foreign vessel were allowed to work in US water without impunity provided the vessel is to be crewed by Americans? Probably not. But, a total repeal of the Jones Act will just serve to displace the American Worker with cheaper foreign labor on foreign ships. Believe me when I say that even though it may be true that crewing foreign may be cheaper, the savings provided will be passed on to the corporation over the consumer. Consumers do not hold the purse strings in this - I don’t care what any senator says. They’re just using that excuse to help push this agenda for their political backers. What the hell is a senator from a freaking desert worried about coastal trade for anyway. Maybe he should stick to cactus peyote and hang out with his own constituents.

This has always been one of the conundrums. To protect American seaman jobs do we throw our shipbuilding (and ship repair) business under the bus?

But isn’t this the land of opportunity? How come you can still find US manufacturers of quality goods?..because some of us are willing to spend a few extra $$ on a pair of pruners for the garden, rather than the cheapest ones from the dollar store.

When it costs us, the taxpayer, (maybe not strictly true depending upon where MARAD gets its funds), $250 million for one double hull tanker, when you can get the same thing in Korea for $60 million, this surely can not be the Jones Act working as designed?

Let a US shipowner buy foreign built ships but still make them be flagged and crewed in the US. With newer, more economical tonnage the incentive must surely be there for the owner to grow and with it the seafaring jobs. Once that owner has his pockets full of money, someone in this country will step up and say to him, “that’s it Goddammit, I am now going to build you a ship here for the same price as you can get overseas!”

And I believe that if that owner is a deep down believer in his country, goes the extra mile to buy a pair of pliers for his home workshop that are “Made in the USA”, there is hope.

Absolutely not. Most all steel is imported now, why not the whole hull and super structure like in Norway. Norwegians build wonderful boats, but you may be surprised to know all of the steel work is done in China, Romania, or Poland and towed to Norway for final fitting out - to increase shipyard profits. There are benefits for shipyards as well.

The point mr Patriotic McCain does not understand is that the Jones act was originally intended to insure that America could continue to supply our military forces overseas with well trained shipyard workers to build our navy ships and of course merchant marines to bring the supplies to the troops overseas in wartime. There have been MANY instances of foreign vessels refusing to carry our cargos when we needed it. THAT is why we have the Jones Act and why we still need it. I am not for corporate welfare but in this case, I think the American Merchant Marine has repeid every dollar spent many times over by their service in every war we have ever been in!

Most, if not all, are under the MSP (maritime security program) to ensure that we have ships and mariners to supply our troops and assist with US Aid (what the Bama was doing). In the 60s, the 1860s that is, there were 3 parties of a sort. The Democrats (primarily southern), the Whigs and the newly formed Republicans (which came out of the Whigs). Lincoln was a Whig before being a Republican. 3rd parties are viable, but won’t be so long as everyone believes the press and the holier than thous (IMO).
