It’s already in effect on a voluntary stage. The next stage will be risk based targeting and the third stage will eventually be as the vessels need a COI renewal.

If its voluntary then it is not in effect. One thing is the Towing Vessel Bridging Program and the requirents laid down in Subchapter M.
