If and when. Thats the first question. There is not a date yet for Subchapter M to be enforced in UTV’s.
It’s already in effect on a voluntary stage. The next stage will be risk based targeting and the third stage will eventually be as the vessels need a COI renewal.
If its voluntary then it is not in effect. One thing is the Towing Vessel Bridging Program and the requirents laid down in Subchapter M.

The reqs of Sub M are by far more than what the TVBP is about. The TVBP gets you a examination decal, nothing new for UTV’s.
But having your examination decal and going thru the TVBP puts you in a better position for bieng in compliance with what could be UTV,'s being inspected at some time in the future.
Yes, the TVBP is in its second phase and that has other implications as beingg targeted for examinations by the CG.
The TVBP was created to make the transition in order(or at least try) but until Subchapter M comes in full effect they will have to put in hold the third phase of the TVBP.
