Yes it is. Before GPS was sat Transit with doppler fixes , was Omega , was Decca and Decca differential, Loran C ( do not remember if it had differential option) , there were radio bearings, radar bearings and variable ring fixes, parallel indexing, visual bearings, running fixes, there were sextant celestial and landmark fixes, echosounder , and finally that was DR which if practiced diligently and backed by fixes provided acceptable results and there was common sense and understanding what one was doing.
But honestly I would be very uncomfortable sailing w/o radar as it always was available. So may be it is generational thing. If sb started as navigator having GPS available 24/7/365 with 10 mtr accuracy then no wonder somebody feels great discomfort when it is gone.
Tell the engineers from air-conditioned ECR where all is controlled by software and sophisticated automation to switch it off and operate the ME from emcy stand with old fashion telegraph and watch their faces.
Yesterday I noticed a Bahamas patrol boat shown on AIS as being in the North Sea, not far from the southern tip of Norway.
Departure and destination ports given were both in the Bahamas.
