When your managers are publicly screwing up, show no remorse or inclination of admitting to wrong doing & no indication of changing, why the heck wouldn’t you publicly scold them? As another commenter pointed out, none of those fat cats in the Pentagon talk about resigning for anything else except when they are corrected for their screw ups.
