Deepwater Horizon - Transocean Oil Rig Fire
Who is NPR?
Hopefully, a radio station isn’t the authority on flow rates.
Any real source? Or is it Hot Air?
Alcor, NPR is National Public Radio. http://www.npr.orgNPR are not generally known for tabloid journalism. Here are two links from NPR, in the first, scientists are questioned as to the possibility of measuring or estimating the flow rate.

And in this second link Steven Wereley, an associate professor of mechanical engineering at Purdue University estimates the flow at 70k bbl per day plus or minus 20%. One of the scientists from the earlier story has a broader estimate of 20k to 100k. Read the transcripts before you presume that some random radio announcer is pulling numbers out of his hat.
