Deepwater Horizon - Transocean Oil Rig Fire

This is a damning report of BP. I’ve seen similar ‘calculated risks’ to save money before but this, if true, shows a systemic cavalier attitude towards standard API and MMS practices by BP’s management. This sort of thinking is not an anamoly within a corporation it comes from the top down and is like a cancer spreading throughout any organization. BP should be shut down in the US period for now. However, Transocean was in bed with these folks and had to know this was not right. The question has been brought up about TOI workers not shutting in the well when they knew things were not right. I think that’s a good question but WHO was legally in charge? I’ve never seen a contract in full. The bits and pieces I’ve seen say the person hiring the rig, in this case BP, will direct all drilling but the rig owner is responsible for the safety of the rig. That’s a no win situation.
Anybody ever seen a complete contract?
