Deck Cargo

As I understand it there is a tradition that the skipper of a vessel could carry his own cargo above the hatch covers once he had taken on the owners cargo in the holds. Some skippers had a nice little side line exporting second hand cars. I recall reading about a Captain who was fined because the circus wagons on his deck were impeding his view for safe navigation. Does this perk still apply on box ships which seem to have half of their cargo of containers above the hatches?

Never seen it on any of the ships I sailed on. I have seen second hand cars on foreign flag ships but those were bought by the Eastern European crew.
