very small amount of money to be split 15 ways. just another election scam to try and buy votes

Voter ID will be useful this upcoming term of elections. Not a bad idea for both party’s.

From the press release:

“Since 2008, MARAD’s Small Shipyard Grant Program has awarded $311.7 million in 365 grants to nearly 200 shipyards in 33 states and territories throughout the U.S. …”

So, it’s not tied to the election. It’s just a thing MARAD does.

In its heyday MARAD used to dole out billions in subsidies to maritime companies.

I believe this amount is less than half of what it was the previous year. I wonder how many total applicants or the total amount applied for was.
