I think this question is also related to the internal policy of the companies. For me it would not look good for a company if somebody on behalf of the company present themselves as Captain, when they never served in that position. Unfortunately the good old times when only the most competent Masters and Chief Engineers was offered job in the office is gone. When there is no more real Captains left in the office it opens up for those that have the license but no actual experience in position, to promote themselves. In most cases like this its obvious that the person is trying to create the illusion that there is no difference between the license and the position.
