Thoughts on Waivers for Foreigners working in the GOM on Drilling Rigs

The extra cost can just be passed along to the oil companies, and then to consumers, as an extra couple of pennies at the pump. The US would remain one of the cheapest, most stable, and most profitable places to drill in the world.

Also, the US is in effect subsidizing most of the oil companies and most the drilling contractors with military expenditures. The US should put a tax on foreign oil imports to recapture our military costs to help ensure access to those foreign oil supplies. That would add quite a few dollars per barrel of imported oil and encourage drilling here. If this were done, the US would be energy self-sufficient within five years.

Of course this is viable. Look at Statoil and Norske Hydro using extremely expensive unionized Norwegian vessels in the North Sea and still making plenty of money. It would be a piece of cake for the big players to pay the freight for an ALL US workforce in the GoM but until somebody makes them use only US bodies why should they bother?

Yeah I know! I was under the impression that they were going to replace the foreign mariners on there with Americans when Veolia bought her but it appears the waiver letter the SWORDFISH still is granting them the exemptions. This will require investigation and action!

All of this takes me back to a conversation I had with a Customs man in 2005. We were tied up in Gulfport, and he happened by one day to introduce himself. He came aboard for a cup of coffee and announced the real reason for his visit. He slid across the table a copy of an interagency memo. It wasn’t for our eyes, but the content of the letter didn’t sit well with him, and he decided to make it a little more public. The fed was considering a plan by which qualified foreign sailors would be given “temporary” US citizenship to work aboard US ships in US waters for the duration of their hitch. If the plan were to go into effect, they would try it out first in the Hawaiian fisheries, and then move onto the GOM. Since that time I’ve heard nothing more about it, but you can see where their thinking has been, and where it might yet go.

Readers here will recall the USCG asking for public comments on the issuance of US license endorsements to foreign nationals for service on US flagged OSV’s when in foreign waters. I do not know if a rulemaking ever went into effect on that but the fear was that it would only be a matter of time of sliding down a slippery slope before any such endorsements would become valid on a US OSV when in the GoM and if that happened, then declare bankruptcy, close up the store and walk away for us American mariners. My thoughts would tend to go to the premiums given in the GOM vs International. If they allow the foreigners, who are on the same base as the Americans into the GOM on the International premium (typically 25%), then they will more than likely have to match the American counterpart, or you will have everyone lining up at the exit!!

Maersk America is a hiring agency for high ranking ex- Navy, Coast Guard. They get Gov’t contracts that pay a chief engineer 6k a month. They get the contracts because they have retired admirals on the board of directors to “smooth” the waters during negotiation. I’m sure they have some high ranking Coasties on their board too, to “look the other way” while Maersk breaks the Jones act laws with a 'Waiver because Americans are too stupid to run these rigs". Our contiguous zone is 200 miles not 5000 feet deep. I wonder if Denmark would let us drill off their coast?
What does the US do when millions are out of work, put foreigners to work stealing our jobs and much needed tax dollars.

Next election fire your current member of congress and try someone new as it can’t get any worse than this. I have a good job but many experienced people have given up hope of finding work.

It seems that everything has to get somewhat political. Washington will continue to ignore drilling jobs (for US citizens only) in the GOM because it is not a “green” job, so they will frown upon it. It doesn’t matter how many jobs it will create and no matter how quickly it would lead us into independence from foreign oil. In North Dakota unemployment is under .7% and it is virtually ignored. But, Solyndra and the like only created a handful of jobs (in the solar industry)… well you know what the outcome of that was.

to Nancy 's husband.

I dunno about that one man…Obama regularly golfs with oil execs. Drilling permits are up, up, up. I don’t see this White House or Congress as being anti-fossil fuel or anti-business. Just anti-decent wage (read: American worker).

What I would consider a reliable source told me just a few hours ago, that the Swordfish has 1 American master, 1 or 2 American mates/dpo’s, American crane operators, and 75% of the dive crew are American. They hired a Norwegian chief engineer, a couple east euorpean asst engineers. The unlicnesed crew is 100% fillipino, as well as the deck crew and riggers, all fillipino’s. The rest of the bridge crew is mixed european Pole’s, Spaniards, ETC.

My source was just on the Swordfish last week.

Token US citizens in other words. Everyone that frequents this forum should immediately quit reading this forum, take a few minutes and send an email to your Senator or Representative. If you don’t do that you cannot complain about US workers being displaced by foreign workers. Though I think highly of Filipino workers I also think highly of US workers and considering the fact that this vessel in working in US waters there is NO excuse for not having a US crew.
Tell your congressman to either stop this foolishness or quit complaining about the lack of jobs and “job creators”. This kind of crap cannot exist without the complicity of paid off politicians. I swear the USA is worse than most so called 3rd world countries as far as corruption goes. Australia, Norway and other so called “socialist” countries would never stand for this kind of crap.

Shouldn’t this be reported to OMSA? They are about the only ones with enough voice to fix this correct? I would imagine they would be a little upset with this happening in their back yard.
