Reporting to the Manager of Commercial Marine Operations, the Commercial Marine Operator has a key role in devising the most efficient and cost effective means of implementing operating requirements by coordinating and scheduling crude and product movements and day-to-day operations of company chartered-in vessels. The Commercial Marine Operator works internally with System Optimization and Transportation Accounting for voyage planning and economics and is responsible for vessel scheduling, cargo planning, voyage economics and regional and functional communications. Externally, the Commercial Marine Operator works directly with vessel owners, brokers, captains, agents, and refinery schedulers to address chartered vessel issues and scheduling requirements provided by System Optimization.

Specific Duties and Responsibilities Include:

Developing and implementing a schedule and cargo plan for each assigned Tesoro time and voyage chartered-in vessel to comply with the plan created by the System Optimization Group, the operating constraints of each refinery, and maintaining all schedules in IMOS.

Overseeing the commercial operations of Tesoro time-chartered vessels for optimal utilization and efficient interface with Tesoro refineries and terminals, with other loading and/or discharge terminals, and supporting the System Optimization group’s planning.

Tracking the economics of each voyage and responding to market changes to ensure maximum profitability on each voyage.

Monitoring and documenting vessel performance per charter party terms and conditions and participating in the reconciliation of performance and demurrage claims.

Overseeing vessel and cargo operations, cargo optimization and documentation for Tesoro chartered-in vessels, including communication with vessels and agents.

Continually improving system processes and communications.

-The incumbent will be responsible for routine manual tasks in the operation of a boat or barge. Typical duties will be to secure or release mooring and towing line or hawsers; raise or lower gangway; and replace and clean channel buoys.

What is the Apprentice Training Program (ATP)?

As Hornbeck Offshore grows and diversifies, the need for qualified mariner talent is rapidly increasing. The ATP provides a foundation for apprentice mariners to become future officers in our fleet. The ATP offers a clear path for our employees to build expertise, expand their professional development and contribute to the Company’s future success.

What are the eligibility requirements for the ATP?

The ATP offers an integrated program to candidates such as retired military personnel, motivated high school graduates or new-to-industry applicants. Applicants shall have to successfully pass a background check, math entrance exam, personality profile and USCG physical and drug screen. In addition, candidates shall have a valid driver’s license, possess a willingness to attend classes during off-time and work an even-time schedule time and provide three letters of recommendation. Lastly, candidates will be asked to write an essay explaining “why they want to pursue a maritime career.”

How long does it take to complete the ATP?

The ATP is a four year program that does not carry the high cost burden associated with attending Maritime Academies or other external learning centers. HOS is dedicated to promoting an atmosphere to hire, train and cultivate the finest mariners in the industry.

Position Details: Responsibilities for this position may include but are not limited to:

Performs navigation and collision avoidance duties as Officer on Watch. Keeps captain advised of ETA’s/Traffic/Weather.

Report to the Chief Mate for cargo related activities such as measurement, sampling and preparation for cargo.

Perform various clerical and vessel care related tasks as required by the VMT (Vessel Management Team).

Ensures that all navigation instruments including electronic navigational aids, lights and signals are properly maintained, tested and functioning correctly.

Directs unlicensed deck personnel during watch standing, mooring and related cargo activities (connecting, tank cleaning, sampling, ballasting) and storing.

Performs any other marine related duties as required by STCW, ISM and ISPS conventions and Chevron operational procedures to ensure the safety of the vessel, its crew and cargo.

Attends all required classes required by STCW, ISM, ISPS and Chevron to maintain valid certificates of competency.

Participates in and furthers company programs such as Behavior Based Safety, near miss reporting and Job Safety Analysis.
