Is submitting a TOAR considered original, raise in grade or endorsement on CG-719B? Or all three?

I assume you’re submitting it in order to get mate or master of towing vessels. It’s a raise in grade. And make sure to check the box for renewal of evrything else you have. If you don’t, your new MMC might have the same expiration date as your old one.
