And I am “mind boggled” whatever that means at your comprehension of the discussion. You don’t know me or my background so stereotyping me as a “typical hawespiper” well ain’t so accurate.

1. My background is far from a typical hawespiper. Look at my Avatar and see if you can figure out why. Not better, just different.

2. I have a favorable opinion of Academy types yet you somehow have me as the Nasty Hawespiper vs. Academy. Couldn’t be more wrong.

3. Where did I ever say an Academy Grad is fully prepared to stand a first job? I took issue with New 3M saying it was “way, way, way above his head.” Big difference. The majority of Academy types I’ve met are pretty sharp and I have confidence they wouldn’t be as challenged as New 3M was on their first trip. Never said fully prepared

If you wanna challenge me go for it but why don’t you get your facts straight first.

I let New 3M have the last word. I moved on. I was complementing Capt. Phoenix when he decided to f with me again. That said, I’ll waive a white flag as of now.

We are required a licensed engineer. From a conversation I had with NMC this fills the requirement.

Also our coi requires a licensed officer or mmc endorsed with tankerman/pic

I’m not here to argue hawsepiper or academy. This is more about if you were a newer 3M looking where you would look and potentially what type of rotations you guys are doing. No need to argue over the information im asking for.

Every fuel oil and hazardous cargo transfer on an OSV requires a licensed officer to act as the PIC and conduct the transfer.

Does the USCG require the licensed officer on the OSV to hold tankerman PIC endorsement on his MMC?

Kinda strange. They transfer some serious fluids at sea, fuel, methanol and various drilling fluids all of which require even truck drivers to have Hazmat certification prior to transporting. Any idea why tankerman PIC is not required of the OSV officers?

I’m sure some kind of loophole from days passed. COI’s state that a licensed officer must act as PIC during transfers.

Gofast, hopefully you gained some bankable information from this site. More often than not, the threads become off the original question and posters get off the original subject. Some giving helpful information, some not so much than to tout their position on other things which are rather predictable over the few years I have participated on this pretty decent site. I think you will be fine to make the switch if you can due to the decreasing opportunities in your present field. It will not be an easy transition, due to present conditions in all shipping, but doable. You are smart to at least look at other options in the maritime field. I wish you nothing but the best outcome. Fair winds and following seas sir.

I don’t remember ever seeing that on a COI but I never specifically looked for it. I think this was a recent rule change because it used to be that you could only get a PIC on a vessel with a COI for carrying dangerous liquids as cargo, which OSVs aren’t.

It use to be, back in the 80s at least, that any licensed officer could served as PIC. We rarely had unlicensed ratings with a Tankerman endorsement. I routinely pumped tank barges.

I’m not sure when the rule changed.

The USCG requires these little 50 foot mini tankers that fuel yachts to be inspected under Subchapter D and carry Tankerman. I’ve always thought that was excessive. But the OSVs delivering large quantities of fuel to drill rigs do Not have to be inspected under Subchapter D or have Tankerman. Go figure.

Tankerman endorsement was not that hard to obtain if needed.

The only ones I know of are those big HOS mud boats, but I really don’t think you can get the PIC onboard an OSV. Still would like to see a COI that requires it

Ours requires it. Either a licensed officer or tankerman/pic.

Then take full advantage of that. It is pretty sad that one can get it on an OSV, but yet on a DrillShip or MODU, they are not able to get the PIC. Unless its the TOI ships with the COW systems.
