on a subcommittee’s Final Report
containing recommendations
concerning Dynamic Positioning (DP)
Systems.

I don’t have details but I hear some sort of DP endorsement on your USCG license is on the table (similar to BCO). See http://edocket.access.gpo.gov/2010/pdf/2010-13117.pdf

I think we all knew this was coming.

Unfortunately it being the coast guard I doubt they will just accept the class room time and cert. you get from the Nautical Institute and instead want you to go through their own set of hoops.
