How does one document sea service time spent on a vessel not underway? I have read NMC Policy letter 09-01 and have a copy of the recommended “sea service letter” format.
Should the same format letter be used only with the word “underway” replaced with “not underway”? Is more clarifying information needed? The particular circumstance is a vessel under construction but close enough to completion to be partially manned with officers and seamen.
Your advise is eagerly sought and greatly appreciated.
