Agreed, but mariners aren’t doing office work for the fun of it. The root cause of this is the increasing work load on ship’s officers. Demand for paperwork comes from various sources customs, immigrations, MARPOL, abstracts, logs, drills,security, the list go on and increases every year. For the most part ship’s crew are considered easily replaceable and have little power to push back against demands for more work.
