I assumed that was understood.

In case it is not, this is from the linked article in the OP.

> Chief Engineer Karthikeyan Deenadayalan admitted that he was aware the _Dali_ and two sister ships—the _Maersk Saltoro_ and _Cezanne_—were operating with an unsafe fuel supply arrangement that lacked redundancy and could impair the vessels’ ability to recover from a power loss.

> the vessels used a flushing pump as part of their fuel supply system even though it was not designed to automatically restart following a blackout. Deenadayalan admitted he understood that the lack of redundancy posed a hazard to the safe navigation of the vessels and could endanger bridges, structures and shore facilities

I would have assumed it also. However some expressed their opinion that the CE was being pursued due to his status as a brown skinned foreigner as opposed to his blatant dereliction of duty.

What do you hope to gain by prosecuting or blaming anyone? Even if that solved the fuel problem with gens 3 and 4, you still have the first blackout and engine shut down which initiated the whole chain. Plus the next bridge collapse will be a weather event like Tampa, or overhead strike, or governor, or steering. Throwing the crew or even sup in jail doesn’t fix bridge design.

Deterrence. Make sound operation cheaper/less painful than pulling half-assed shit like this.

This makes sense. A couple times a year I hear someone say or say myself, “I ain’t going to jail over some stupidity like this, let’s do it right or leave me out of it.” Loss of income & criminal prosecution can be effective deterrents. The teeth of OPA 90 is what caused industries to change, not stern warnings.

> I don’t understand the relationship between pilots and Harbor masters in the USA.

AFAIK there is no relevant relationship between pilots and harbormasters in Baltimore harbor, which is probably typical in U.S. commercial ports.

The[NTSB’s report’s on the Key bridge collapse recommendations](https://www.ntsb.gov/investigations/Pages/DCA24MM031.aspx) were directed to federal agencies including the U.S. Coast Guard, U.S. Army Corps of Engineers, and various state agencies, mostly Departments of Transportation and Bridge Authorities.

Edit; A search using " Port of Baltimore harbormaster" turns up this:

> **[Baltimore Harbormaster Services Guide | Baltimore City](https://www.baltimorecity.gov/transportation/harbormaster-draft/harbormaster-services-guide)**
>
> About the Harbormaster Office The Baltimore City Harbormaster office operates under the Department of Transportation (BCDOT) to serve recreational boaters and waterfront visitors.

> The Baltimore City Harbormaster office operates under the Department of Transportation (BCDOT) to serve recreational boaters and waterfront visitors. We coordinate docking at municipal piers, collect boater fees, advocate for maritime infrastructure maintenance, and monitor waterfront access agreements. Our team provides customer service, assists with port briefings for visiting ships, coordinates maritime festivals, and attends community meetings.

That is what happens when politicians see a position of power that they express a touch of _covetousness_ and take it over. The position of Harbourmaster was once the finial step in a career of Pilot, Senior Pilot, then Harbourmaster.

Not any more.
