Craven Shoal Buoy

Does anyone know how the Craven Shoal Buoy got its name? I searched the internet and found nothing on it other than its the “23” buoy in Ambrose channel in NY Harbor.

It got its name from Craven Shoal which was on the west side of Ambrose Channel. Pretty sure the shoal was dredged and may not be there anymore.
