CFR vs Checklist Mate 1600 NC

I’m comparing the wording of the CFR to the wording of the USCG checklist for Mate 1600 Near Coastal Sea service requirements and I am finding what appears to me to be a discrepancy.

The CFR Title 46 11.416 for sea service reads as follows:

§ 11.416 Service requirements for Mate of near-coastal self-propelled vessels of less than 1,600 GRT.

(a) The minimum service required to qualify an applicant for an endorsement as Mate of near-coastal self-propelled vessels of less than 1,600 GRT is 2 years of total service in the deck department of ocean or near-coastal self-propelled, sail, or auxiliary sail vessels. Service on Great Lakes and inland waters may substitute for up to 1 year of the required service. One year of the required service must have been on vessels of more than 100 GRT. Six months of the required service must have been while performing bridge watchkeeping duties under the supervision of the Master or a qualified officer.

The checklist says this:

MATE LESS THAN 1600 GRT 46 CFR
720 days of service in the deck department on Ocean, Near Coastal OR Great
Lakes waters, OF WHICH

  1. Service on inland waters, other than GL, may substitute for up to 360 of
    the total required service, AND

  2. 360 days of service on vessels of more than 100 GRT, AND

  3. 180 days of service while performing bridge watchkeeping duties under
    the supervision of the master or a qualified officer.

    NOTE: Any service towards an OC, NC or STCW 500/1600 endorsement
    will be credited as follows:

  4. Service on GL will be credited day for day.

  5. Service on inland waters, other than GL, may substitute for up to 50% of
    the total required service.

Service on vessels to which STCW applies (inland or NC) will be
credited day for day.

I’m only looking at the Mate 1600 requirements. I have only Great Lakes time. The CFR says Great Lakes time only counts for half the required time. The wording of the checklist seems to say Great Lakes time counts for the entire 720. I can’t be the first person to ever find this confusing.

Does anyone have the answer to this?

I think you’ll only get Great Lakes and inland for your routes. If you want near coastal then only half your time counts towards near costal. I could be wrong, but that’s my guess.

Maybe guess again? See 46 CFR 11.211(b)(1).
