I was just issued a 2nd Mate Unlimited NC, I have been looking at schools to take Cel Nav so that I can upgrade to oceans, my question is this, for this Lic will I still have to go test at the Coast Guard or will the Cert suffice for this lic?

You must test at the USCG.

You’ll take a 20 question Navigation general and a 15 question Celestial Navigation exam. Not terribly hard, I took and passed them a few months ago.

You will have to take the test from the Coast Guard. There are no courses that are approved to substitute for any of the exams for unlimited licenses.
