Can a 1600 ton master o/c sign off on assessments for a person wanting to upgrade to a 3rd mate unl and if I’m applying for a 3rd mate unl tonnage N/C do you have to complete 1-1a threw 1-1f celestial assessments ?

Yes , a 1,600 master with an oceans endorsement can sign you of. If you are just going to apply for near costal then no you don’t have to do celestial assessments, side not there is an assessment in some packets that is loran-c you don’t have to do that one either.
