Let the speculation begin!
I just finished teaching another radar class last week, and the easy speculation is about safe speed. I tell new students, “Good luck trying to get the Coast Guard, or any other investigator in this case, that your vessel was traveling at a safe speed when you have a collision.”
Unless some other interesting information shows up, the simple pictures of both damaged vessels would indicate most of the fault will be with the naval vessel.
I saw this on the news last night. ABC brought in a retired Navy Fighter Pilot to be their expert. He clearly stated that it’s the bigger ships responsibility to stay out of the way of small ships.

But of course, the law of gross tonnage in reverse. Just the kind of guy you want commanding an aircraft carrier.
