HEY “[B]AMERICAN PILOT ASSOCIATION[/B]” - WHAT CHANGES ARE YOU GOING TO INSTILL IN YOUR ORGANIZATIONS YOU OVERSEE ? …OR ARE YOU STILL ASS DEEP IN INSURANCE LITIGATION WITH GREAT AMERICAN INSURANCE COMPANY FOR THEM NOT COVERING YOU DUE TO A “SEAWORTHYNESS ISSUE”…WHERE ONE OF YOUR ELITE LOST THEIR PILOT BOAT WITH DISCOVERY OF A DRUG USE ISSUE AS PER ARTICLE JUST PUBLISHED BELOW. YOUR REPS. MISLED THE NTSB PANEL ON 4/9/08 COSCO BUSAN HEARING…AND THE GOVERNMENT KNOWS ABOUT IT NOW…AWAITING YOUR NEXT DONATION AMOUNT AND TO WHO… TYPE IN “[B]GALTEX PILOT BOAT[/B]” OR “[B]Boat operator killed in accident had lost license five years earlier due to drug test[/B]”

Some interesting observations the NTSB NOW HAS BEEN MADE AWARE OF:
On 4/9/08 - NTSB PUBLIC WEBCAST INVESTIGATION:

…and the legal council Rep. for APA… when asked specifically by the panel if you are aware of a problem within the associations with drug abuse…your reply was “[I][B]not significantly…we had one small group who was kinda in-the-dark on the Federal Regulations” ( end quote).[/B][/I] OBVIOUSLY THE ABOVE ARTICLE ( OBTAINED THROUGH FOIA ) CLEARLY SHOWS THIS ISSUE IS [B]MORE THAN JUST " NOT SIGNIFICANTLY[/B] ". Hey - last time checked…any fraudulent insurance claim over 200k is a [U]1st DEGREE FELONY[/U] in the State Of Texas.
The boat was insured for 365k.

Remember the old Christmas song " [I][B][U]Chesnuts Roasting on an open fire"… ?[/U][/B][/I] It is a fitting tune in this venue.

Thanks for the reply. First, their testimony for one:( see above) for the first time in NTSB Investigative panel history - someone actually asks about “political process and contributions”…" [B][U]How much - more or less than the other guy[/U][/B]", as if that subject has ANY bearing on the investigation. Second, just look over their testimony…ie their answer to panel…THEN compare what was released via FOIA in the Professional Mariner as mentioned earlier.

You sound like a conscientious Mariner…clearly anyone who goes to sea and is subject to the Federal Laws in regard to Federally Mandated Drug Testing Compliance ( which by the way the majority of us are all for) would get a little ( just a little) pissed off over both the arrogance and “ignorance of the law” claim when it comes to this subject matter.

If we can not be ensured the USCG will be keeping them on even keel…you can bet the P&I Insurance and US Insurance companies can…and will. Especially NOW. What is is the works is as follows: Insurance Companies can ask for all associations DAPI AUDIT. This annual and required document is a Federally mandated Drug Testing Compliance Audit…done exclusively by the USCG ( which is what the P.M. article is referring to). If you were an Insurer of their pilot boats…and discovered come time to renew their policy…and it was discovered that they failed their Dapi…“would you insure” ? Absolutely not !

Here is one for you…how many “Associations” within the entire US pilotage system have a clean Dapi? This is being looked at my friend. Better yet - how would you like to be be the insurer who just got “had” with the P.M. release ?

APA President is still a member of Maryland Pilots Association group…while President of APA. WHY would anyone place this and/or push legistlators to place this in their application for pilot? This is a severe conflict with FEDERAL LICENSE QUESTIONAIRE. What is the penalty for lying on a Federal License renewal form…and still being able to answer the below question for the state of Maryland ? Why the confusion ?

Legistlators folks do not just wake up one day, yawn, stretch, pass gas…get out of bed and say " hey…I’m going to introduce legistlation today on the hill which will induce positive future characters in our States Pilotage ranks ". Hey - there is a reason why this date is there… and it aint because of legistlators passing gas…
